Putting that block between quotation marks ("..." ) is a tricky option. That converts that block into a text or a "commentary" to your code. When you need that block to be evaluated, copy the text between the quotation marks and paste it into the code.

Example:
BlockToDisable.png

Now the block is a "commentary":
BlockDisabled.png

Revert the process to enable evaluation
